As a result of the completion of the Annual Audit and
the ever increasing cost of materials, the Board of Directors has revised
the charges to the Member Equity portion
for new service connections. These increases will become effective July
1, 2010. The charge for the Member Equity portion is
increasing by $299.00 for a total of $3,010.00 for new service connections.
As of July 1,
2008, all quotes will be valid for thirty (30) days from the date of the
quote and/or application submittal. All memberships and fees must be paid
prior to the scheduling of any installation. All installations not
scheduled within 45 days of the date of payment may be subject to additional
costs unless the delay is due to schedule restrictions of Summit Water &
Supply Co.
It is the responsibility of
the owner / developer to pass this information on to any potential buyer.

The
basic charge for 2" is $33,416.00
All taps to
the water supply infrastructure require backflow prevention. All potable
commercial use taps require a Reduced Pressure Backflow Device to be
installed by the owner and tested annually. Fire sprinkler systems to have
a Reduced Pressure Detector Check Backflow Prevention assembly. Please
note that Reduced Pressure Backflow or Detector Check assemblies are to be
installed above finish grade in accordance with manufacturer
specifications and Washington State laws.
Irrigation
systems are required to have a Double Check Backflow Prevention assembly.
The Meter
charge and System Development shall be increased base4d on the actual
meter size requested by the member (or as recommended by members
consultant or the Plumbing Code) and fire flow requirement by the Pierce
County Fire Prevention Bureau. (See Table "System Development
Charge" for additional charges for increased meter size and fire flow
levels)
## The
System Development Charge for a meter size greater than 5/8x3/4 or for a
fire flow other than 1500 gpm shall be determined from the attached Table
"System Development Charge" (Replace the SDC as stated in item
"D" above with the appropriate value from the table below).
Change the Meter Charge in item "C" with the cost for the size
meter.
System
Development Charge upgrade cost, due to change in meter size or fire
flow requirements, will be computed using the difference between SDC
charges from the table.

For
the SDC on a meter size greater than 2" shall be calculated based on
the meter size, estimated potential consumption, peak demand and fire flow
requirements. Any request for a variance must be submitted to the Board of
Directors of Summit Water & Supply Co.
Policy 7.22
"System Development Charge") defines the components which make
up the charge. The level of charge as indicated in the above table are
determined in the 1998 Water System Improvement Plan and adjusted due to
securing of water supply from Lakewood Water District.
NOTE:
The additional costs for main extensions, plats, short plats, meter size
increase or additions, fire service, or supply of fire flows above 750 gpm
for residential or 1500 gpm for commercial will required engineering to
develop these costs. Urban Area and Rural Area are determined by the
Pierce County Planning Department.
Note:
The area around the 512 Freeway and Canyon Road is considered Urban Area
(High Density Community Center), approximately 6 square miles. From Fire
Prevention Bureau (Ordinance No. 95-91 Chapter 15.12 of Pierce County
Code) the following is the time duration for various flow rates, and is
used to determine the System Development Charge:

Example Billing Scenarios
The
following example demonstrates what your cost should be / could be with
the billing based on our allocation method. The pricing method does not
discourage proper irrigation. The pricing method recognizes the fact that
you may not be able to control what or how much area must be irrigated
since Pierce County Planning requirements may enter into the picture.
These examples show the cost that is brought about due to increased level
of water use for the same physical area of turf and landscape. For this
example an acre is irrigated, with the first example depicting the 1"
per week average for the month. Subsequent examples are based on exceeding
this usage.
